Barner Killed His Brother-in-Law
Crime Promoted by Jealousy

Harrisburg, Pa., July 23 - Elmer E. Barner was hanged in the Harrisburg jail yard at 10 o'clock this morning for the murder of his brother-in-law, Isaac Miller, last August, near Halifax, PA. Barner was jealous of Miller and accused him of intimacy with his wife. This led to a quarrel, during which Barner shot and killed Miller in the presence of his wife and children.

Barner lived in the vicinity of Halifax until five years ago, when he moved to South Dakota. He sold his farm there last August and returned with his family and committed the crime the day of his arrival. His attorney contended at the trial that he was insane, but the jury promptly rendered a verdict of first degree murder, and it was sustained by the Supreme Court.

Elmer E Barner was hanged in the jail yard at Harrisburg at 10:10 o’clock Tuesday morning for the murder of his brother-in-law, Isaac Miller in Halifax, Dauphin, Pa. 15 Jan 1900. He and Miller married sisters and lived as neighbors in Halifax for nine years prior to the sprin
g of 1899, when Barner removed to South Dakota. While there he formed an opinion that his wife had not been true to him and like all similar delusions, the more he brooded over it, the more positive he became that Miller had seduced his wife.

To set matters right, she agreed to come back to Dauphin County with him. They arrived at Millersburg, this county, 15 January 1900 from where they went across the county to Miller’s home, after the children h
ad gone to bed. Barner unburdened his mind. Miller, entirely innocent as is generally believed, indignantly denied Barner’s charges when the latter drew a revolver and shot him dead.

He was arrested, tried and convicted. Nothing else but conviction could be expected, so unmistakable and unjustifiable was his crime. A new trial was refused, the case was appealed to the Supreme Court where the judgment of the lower court was confirmed and as a last effort to save the man’s life, the case was taken to the Board of Pardons, who refused to commute the sentence.

His execution was without incident save the indifference with which he met his fate. Accompanied by his spiritual advisor, Rev. Isaac W Bagley, dressed in the same suit that he wore when he shot Miller. He slept well during the night and for breakfast, drank a glass of milk an
d ate some ice. The balance of the time preceding his execution was occupied with Rev. Bagley in prayer and song, the last hymn they sang being “In the Sweet By and Bye”

By his request, the officers did not handcuff him in the march to the gallows. He made no dying statement and his death was due to strangulation, so pronounced by the physician in attendance fifteen minutes after the trap door had been sprung by Sheriff Reiff. Barner’s brother and sisters came to see him Tuesday but none witnessed the execution. His father died at his home near Liverpool, this county, last January. At the same hour, his sister, Mrs Grisom, died in Rye, New York. Both bodies were buried on the same day at Barner’s Cemetery in Liverpool Twp.

Elmer Barner was born in Susquehanna, Juniata, Pennsylvania. His parents were Mr and Mrs Henry Barner, highly respected citizens. He and Maggie Cox were married 24 Dec 1889, her father being Thomas Cox, a well known citizen of Seven Stars, Juniata County, adjoining the Perry County line. Isaac Miller and Sarah A Cox, Mrs Barner’s sister, were married 27 Feb 1876 by Rev A Stapleton. The body of Barner was buried yesterday in Barner Cemetery near Liverpool.

The close student of human beings has little doubt that Elmer E Barne had an insane delusion when he came all the way from South Dakota to kill his brother-in-law, Isaac Miller. If anything were wanted to confirm this belief, it was his mental condition at the time of his execution. He was an impotent child but he was without fear. He expressed no regret for his awful deed, had no sorrow, no sentiment in his impotent soul, but indifferently went to his death without affection for those living whom he should have loved and with suppressed hate for every person that ever impeded his selfish course in life, real or imagined.

While it was quite difficult to prove him insane from the standpoint of stereotyped medical jurisprudence, he was doubtless possessed of a insane delusion. In the hurly burly of his untutored intellect, the probable inheritance of generations of antecedent indifference and neglect, we imagined that he gleefully killed after traveling hundreds of miles with no other purpose in view.

Charles E. Mowen Sr., 85, of Trovinger Mill Road, Hagerstown, Md., pas
sed away Friday, Dec. 31, 2010, at his home, surrounded by his lovin
g family.

Born May 19, 1926 in Hagerstown, he was the son of the late Daniel Her
man and Ethel (Provard) Mowen.

He was a veteran of the U.S. Navy during World War II, serving on th
e USS Sakonnet.

He was employed by the U.S. government for 42 years, retiring in 198
6 as postmaster of the Franklin Street Hagerstown post office. Prior t
o becoming postmaster, he was a U.S postal inspector.

He was a member of the Chewsville United Methodist Church; The Salvati
on Army, serving on the advisory board and past chairman; Masonic Orde
32nd Degree Mason Friendship Lodge 84 A.F. & A.M.; Queen Esther Chap
ter 3 Order of the Eastern Star; past president of the Hagerstown Shri
ers Club; National Association of Federal Employees; Hagerstown Elk
s Lodge 378, serving on numerous committees; Waynesboro Eagles Inc.; M
orris Frock American Legion Post 42, where he was an officer for a num
ber of years and a member of the honor guard; Last Man’s Club, where h
e was a lifetime secretary; and the Audubon Society.

He was an avid bird watcher.

He is survived by his wife of 24 years, Mary Amelia Zamboni Mowen, who
m he married Jan. 2, 1986; son, Charles E. Mowen Jr. of Winnsboro, S.C
.; daughter, Pamela and husband Dr. James Moulsdale of Fallston, Md.
, and daughter, Melissa Eller and husband Shane of Raleigh, N.C.; step
daughter, Lori Palmer and husband Steve of Wolfsville, Md.; sister, Be
tty Mowen Smith of Hagerstown; three grandchildren, five great-grandch
ildren, six step-grandchildren, and seven great-step-grandchildren.

He was preceded in death by his first wife, Olive Virginia Fisher Mowe
; brother, Ira McKinley (Mick) Mowen; and stepson, William S. Gutteri
dge.

There will be no viewing.

Services and burial will be private and at the convenience of the fami
ly.

16 at her home.

Born October 13, 1928 in Hagerstown she was the daughter of the late
, Daniel Herman and Ethel Catherine (Provard) Barner. In addition to h
er parents she also was preceded in death by two brothers, Ira M. Mowe
and Charles E. Mowen, Sr.

Betty retired after many years as an executive secretary with Callas C
ontractors, Hagerstown.

She attended Grace United Methodist Church, Hagerstown and volunteere
d her time for the Boy Scouts of America, Children's Village, Big Brot
hers and was active in local democratic politics. Betty and her two sc
hnauzers wore political jackets at campaigns and fundraising events.

She is survived by four nieces and nephews, Charles E. Mowen, Jr., Bre
da J. Trovinger and husband, Gary, Pamela Mowen Moulsdale and husband
, James,Melissa D. Mowen Barner Eller and husband, Shane and five grea
t nieces and great nephews.

Funeral services will be conducted on Wednesday, July 27, 2016 at 12:0
0 P.M. at Rest Haven Funeral Home, 1601 Pennsylvania Ave., Hagerstow
with Rev. Mike Simane officiating.

Interment will follow in Rest Haven Cemetery.

Friends will be received on Wednesday one hour prior to services at th

CHAMBERSBURG, Pa. - Genifrede L. Gonder, 82, of Chambersburg, died Tue
sday, Nov. 21, 2006, at her home.

Born June 22, 1924, in Fort Loudon, Pa., she was the daughter of the l
ate Abraham Lincoln and Ruth Barner Smith.

She was preceded in death by her husband, Jere H. Gonder, in 1994.

She was a graduate of the former Lemasters High School.

She retired from Letterkenny Army Depot.

She was a member of Zion Reformed United Church of Christ.

She was a member and past president of Charles Nitterhouse VFW Post 15
99 Ladies Auxiliary.

She is survived by one daughter, Beverly Martin of Chambersburg; one s
ister, Carol Blair of Manorcare Health Services in Chambersburg; two g
andchildren, Stephen P. Martin of Danbury, Conn., and Timothy M. Mart
in of Berwyn, Pa.; and three great-grandchildren.

She was preceded in death by one daughter, Marsha B. Gonder.

Services will be private.

h Center, 755 Norland Ave., Chambersburg, PA 17201.

The Rev. Fern T. Barner, S.T.D., of Greensburg, passed away Thursday
, April 16, 1998. He was born April 14, 1912, a son of the late Henr
y Edward and Priscilla Elizabeth Uplinger Barner. He attended Shenando
ah College, Dayton, Va., Lock Haven University, receiving the two-yea
teaching certificate in 1938. He received his B.A. from St. Franci
s College in 1945 and a doctorate in Sacred Theology (STD) from the Th
eological Seminary of Clarksville, Tenn., in 1967. He was preceded i
death by his wife of 53 years, Naomi (Herrold) Barner; an infant dau
ghter, Mary Catherine; and his parents; also five brothers, Emery, Cha
les, Russell, Lester and Carl; and a sister, Mrs. Vern Moyer. He is s
urvived by two sons and daughters-in-law, David and Carol Barner of Bl
air, Neb., and Daniel and Jacquie Barner of Newport News, Va.; two gra
ddaughters, Michele (Barner) Clausen and Jessica (Barner) May; two gr
andsons, Timothy and Peter Barner; two great-granddaughters; and thre
e great-grandsons. Also surviving are two sisters, Stella Ferster of S
outh Carolina and Margaret Furman of Arizona; a brother, Earl of Lewis
burg, Pa.; and numerous nieces, nephews and cousins. Dr. Barner serve
d in the following churches during his 45 years of ministry: Waukesha

LEWISBURG - A. Grace Fogle, 89, of Lewisburg RR1 died Monday morning a
t Evangelical Community Hospital, Lewisburg.
She was born in Juniata Co, Feb. 8, 1911, the daughter of the late Elm
er and Blanche (Basom) Barner.
She was preceded in death by her husband, Clayton Fogle, in 1990. Sh
e was a former employee of the Shellenberger Shirt Co, Richfield, an
d she and her late husband owned and operated a farm in East Buffalo T
wp.
She attended the Mountain Chapel, New Berlin, and had been a pianist t
here. She volunteered at the Buffalo Valley Lutheran Village, Lewisbur

She is survived by two sons; Donald C. Fogle and wife, Sharon, of Lewi
sburg and Harold E. Fogle and his wife Sharon, of Lewisburg RR1.

Victor Wilhelm Barner, 50, of Port Trevorton RD 1 died at 2:45 a.m.
Monday, Jan. 24th at Geisinger Medical Center, Danville, Mahoning Twp
, Montour Co, PA, Danville, where he was
a patient since Sunday evening. He was admitted following a stroke
he suffered while shoveling snow in the driveway at his home.
He was born in Carroll Co, Illinois, December 27, 1915, the son
of Mrs. Blanche L. Barner, Enola, and the late Elmer Barner.
When he was a child his family moved to the Juniata County area,
and later to Snyder Co, where as a young man Mrs. Barner farmed.
He was united in marriage with the former Emma Elizabeth Strawser,
October 10, 1936 at Hagerstown, Md.
Following the marriage, Mr. Barner took up employment with various
oad contractors. His last employment was with Hempt Brothers of
Camp Hill, from where he retired in 1955 due to ill health.
Mr. Barner was a member of the Winston Memorial Chapel, Milton RD.
He is survived, in addition to his wife and mother, by two sons,
Kenneth Richard Barner of Middleburg RD, and David Laverne Barner at
home; three granddaughters, Cathy, May Lou, and Wanda Lee Barner all
of Middleburg RD: four sisters, Mrs. Lester Book of Orbisonia, Pa.;
Mrs. Clayton Fogel of Lewisburg; Mrs. Harry Weaver of Landisville,
Pa.; and Mrs. Stanford Aumiller of Beaver Springs; five brothers,
Malvern of Burnham; Palmer of Enola; Charles of Allentown, Herman of
Lewistown RD; and Robert of Lewistown; and a number of nieces and
ephews.
Funeral services will be conducted Thursday at 1:30 p.m. from the
Garman funeral home, North Front St., Liverpool with Rev. George
Peters, pastor of St. Paul's EUB Church, Liverpool RD, officiating.
Interment will follow in Barner's (Saint John's) Lutheran Church Cemet

Rev. Charles W. Barner MYERSTOWN The Rev. Charles W. Barner, 84, entered into eternal rest on Friday, October 16, 2009, at the E.C.C Retirement Village Stoneridge Village Health Care Center. Born on July 19, 1925, in Richfield, the son of the late Elmer Newton and Blanche Ludella (Basom) Barner. On March 19 1983, Rev. Barner married the former Etta Dysle, who survives. His passing breaks a marital union of of 26 yeas. He was preceded by his first wife Marietta (Van Horne) Barner on January 23, 1982. He was a 1944 graduate of East Hempfield High School and a 1949 graduate of Moravian College, Bethlehem, studying Theology at Moravian Theological Seminary. He was an Ordained minister of the Evangelical Congregational Church, retiring in 1990. He was Pastor for the following congregations in PA, The Blue Church of Williams Twp from 1945 to 1947; The Reedsville Charge from 1947 to 1953; St. Matthew's Church of Emmaus from 1953 to 1961; Grace Church of Allentown from 1961 to 1967; St. Paul's Church in Reading from 1967 to 1970; First Church of Palmyra from 1984 to 1990; and Bethany Church in Allentow from 1990 to 1994. He served as Chief employed officer of Christia Endeavor International of Columbus, OH, from 1970 to 1984 and as the General Secretary of the World's Christian Endeavor Union from 1972 to 1984, in Columbus, OH. Rev. Barner served as President of Kiwanis club and the PTA, while in Emmaus, and was a member of the Kiwanis Club of Gahanna, OH, from 1970 to 1984. In addition to his wife, he is survived by his three children and their spouses, Charles Timothy Barner and his wife, Kathy Guthrie of Washington, D.C., Bruce E. Barner, of Atlanta, Ga., and Rebecca A. Cathers and her husband, Scott of McDonough, Ga.; six grandchildren, Matthew Cameron, Eric Barner, Michelle Tate, Jennifer Von Essen, Jon Fenn and James Fenn; five greatgrandchildren; and nieces and nephews. Rev. Barner was the last of his immediate family. The Rev. Charles W. Barner, 84, entered into eternal rest on Friday, Oct. 16, 2009, at the ECC Retirement Village-StoneRidge Village Health Care Center, Myerstown.
Rev. Barner was born on July 19, 1925, in Richfield, the son of the late Elmer Newton and Blanche Ludella (Basom) Barner.
